Canada Launches Tech Talent Strategy: New Opportunities for Global Talent

This comprehensive strategy comprises six new measures aimed at attracting and increasing global talent in the tech sector while enhancing existing programs to support businesses across the country.
During the Collision Toronto event, Canada’s Immigration, Refugees and Citizenship Minister, Sean Fraser, officially unveiled this game-changing initiative, envisioning Canada as a global tech powerhouse. Minister Fraser emphasized the extraordinary opportunities that arise from disruptive times and encouraged individuals to seize the moment.
We will outline the six measures introduced by IRCC Canada, which will be implemented throughout the year. Please note that we will continue to provide updates and clarifications as the Canadian government releases more details about these initiatives and program measures.
1. Startup Visa Applicants – Opportunity to Apply for 3-Year Work Permit & More
To address the challenges faced by the Startup Visa Program due to high demand, the IRCC will prioritize applications based on factors like capital commitment and endorsements from trusted partners. Moreover, applicants and their families in the queue will now be eligible for three-year open work permits, allowing them to stay in Canada while their PR applications are processed.
Other significant improvements to the Startup Visa Program include:
- Increased application intake planned for 2024 and 2025
- Extended duration of open work permits from one to three years
- Removal of limitations on working exclusively for one’s own startup
- Availability of three-year open work permits for all members of the entrepreneurial team
- Priority given to applications supported by VCs, angel investor groups, business incubators, and members of Canada’s Tech Network.

While the official list of prioritized incubators is yet to be announced, we will provide instructions on inclusion for those not initially listed.
2. Two-Week Work Permit Processing Times under Global Skills Strategy
In an effort to expedite talent acquisition for businesses, the Global Skills Strategy Program will see a significant reduction in processing times. The streamlined approach aims to provide companies with prompt access to international talent. With this accelerated processing timeframe, the Global Skills Strategy program becomes an even more attractive immigration option for businesses seeking specialized foreign workers.
To be eligible for this expedited process, applicants must obtain a referral from a business falling under one of two categories:
- Category A: Innovative companies requiring unique and specialized foreign workers for growth
- Category B: Employers hiring foreign workers in occupations listed in the Global Talent Occupations List.

3. Initiative to Welcome H-1B Visa Holders from the United States
Commencing on July 16th, the IRCC will launch an open work permit stream exclusively for H-1B specialty occupation visa holders in the United States. This initiative extends work permit and study permit options to their accompanying family members as well. Up to 10,000 H-1B visa holders will have the opportunity to work in Canada, opening new pathways for professional growth and a brighter future.
4. STEM-Specific Draws Under Canada’s Express Entry Program
Recognizing the importance of Science, Technology, Engineering, and Mathematics (STEM) sectors, Canada has introduced a dedicated pathway for permanent residency. This initiative includes the creation of a STEM-specific draw under the Express Entry program. The objective is to provide employees and workers in these fields with a streamlined process to obtain permanent resident status, fostering innovation and growth in Canada.
Applying through the Express Entry immigration program offers various program options and faster processing times for permanent residency. We encourage founders to check their eligibility under the new STEM sector initiative once it becomes available.
5. Introducing Canada’s Digital Nomad Strategy
In response to the growing trend of remote work, Canada is launching a new digital nomad strategy. This initiative enables individuals employed by foreign companies to work in Canada for up to six months. Digital nomads will have the opportunity to reside in Canadian communities, contribute to the local economy, and immerse themselves in the vibrant tech culture. Should they receive a job offer during their stay, they will be granted permission to continue working in Canada.
This strategy presents an excellent opportunity for companies with essential team members who may not qualify under other immigration streams but are vital to the business. It allows for a potential transition of their work into the Canadian setting.
6. Developing a Stream for Highly Talented Individuals
Canada has announced the development of a specific stream to attract highly skilled tech professionals worldwide. This stream will enable these individuals to work for Canadian tech companies, irrespective of whether they have a job offer.
