Bringing your parents to Canada as permanent residents is a great way to reunite your family and give them the opportunity to live and work in Canada. As a Canadian citizen or permanent resident, you can sponsor your parents to come to Canada as permanent residents, but you must meet certain eligibility criteria. In this section, we will outline the requirements and steps involved in sponsoring your parents for permanent residence.
Individuals looking to bring their parents or grandparents to Canada as permanent residents must first participate in an annual lottery system. The government of Canada approximately issues 20,000 invitations each year. The dates for the 2023 draw have not been announced by Immigration, Refugees and Citizenship Canada (IRCC). It is important to note that only eligible individuals should participate in the draw, as ineligible applicants may have their applications rejected.
Once an invitation is received, individuals have a 60-day window to submit a complete application to IRCC. It is crucial that the application be fully completed, as any incompleteness may result in the application being returned and the invitation being forfeited. Individuals who miss the 60-day deadline will have to re-enter the annual draw in future years in order to get another chance to sponsor their parents or grandparents.
IRCC has also announced a change to the application process, which will now be submitted electronically rather than in paper form. All permanent residency applications must be submitted through the online portal provided by IRCC.
Eligibility Criteria: To sponsor your parents, you must meet the following criteria:
- You must be a Canadian citizen or permanent resident, and be at least 18 years of age.
- You must provide proof of your own financial stability and ability to support your parents.
- You must provide a commitment to support your parents for a minimum of 10 years or until they become financially independent.
- Your parents must meet the admissibility requirements for permanent residency, including medical, security, and criminal background checks.
Sponsors must provide three Notices of Assessment from the CRA to IRCC to prove that they meet the minimum necessary income requirement.

In order to sponsor your parents, you must meet the minimum necessary income requirements set by the Canadian government. This table applies to you if you live in any province or territory except Quebec. If you live in Quebec, the Quebec ministry in charge of immigration will assess your income.
